Does it block?
Borlabs Cookie holds back what is entered in its menu. A tracker that another plugin or the theme adds itself loads anyway.
The most common causes
The banner asks, the choice is saved, and data still goes out. Usually the service loads past Borlabs.

What a scan shows
It opens your page without consenting, notes every service, then clicks Reject and measures again. For every service that still loads, the report says where it belongs in Borlabs. Free as well: check your email sender.
