Does it block?
Usercentrics holds a script back when it is set up as a service and marked in the code. If either is missing, it loads before consent or after “Reject”.
The most common causes
The service is in the admin, the choice is in the banner, and data still goes out. Usually the integration does not match the service in the admin.

What a scan shows
